Approved For Release 2005/02/02 : CIA-RDP80B0l083A000100130047-0 ER 61-8045 COPY COPY THE WHITE HOUSE Washington October 11, 1961 MEMORANDUM FOR THE DIRECTOR OF CENTRAL INTELLIGENCE SUBJECT: Safeguarding Intelligence and Intelligence Sources and Methods (Recommendation No. 20 of the October 4, 1961 Report to the President by the President's Foreign Intelligence Advisory Board) In its October 4, 1961 report to the President the President's Foreign Intelligence Advisory Board recommended that the Director of Central Intelligence be requested to submit a detailed report on the implementation of (1) Section 102 (d) (3) of the National Security Act, which provides that"the Director of Central Intelligence shall be responsible for protecting intelligence sources and methods from unauthorized disclosure", and (2) Section 5 of National Security Council Intelligence Directive No. 1, which prescribes the methods by which the Director of Central Intelligence "shall ensure the develop- ment of policies and procedures for the protection of intelligence and of intelligence sources and methods from unauthorized disclosure. " The President has approved the above recommendation. Accord- ingly, it is requested that a report thereon be submitted to the Board by November 1, 1961. S. classified data, The Boar d concurs in the concern expressed and it expects at an early date to review the problem further, particularly as it relates to the protec- tion of U. S. classified intelligence and of U. S. classified intelli- gence sources and methods.
