1. In accordance with our telephone conversation of
28 November, I am attaching the papers that I have relating to
a proposed Institute on International Operations. These papers
2. Mr. Wachs wants a senior operating official of the
Agency to address the Institute on Thursday morning of the
second week and also apparently expects the Agency to furnish
students. I am willing to make the address if this appears
desirable, but I suspect that can do a much
more professional job.
