SUBJECT . Provision of Intelligence Support on Shipping
Involved in Cuban Trade
1. For several weeks the Transportation Branch of ORR
has been producing a compilation of information concerning ships
involved in trade with Cuba. This includes both bloc and free
world shipping. The compilation also contains a certain amount
of cargo data.
2. This compilation was requested originally by
General Lansdale and the Task Force in independent requests.
It is useful in a number of aspects of operational planning.
3. The compilation afLshipping data is a laborious task
that requires examination of thousands of individual reports
which must be organized and reconciled. ORR has been producing
the compilation using extraordinary measures which have
resulted in the cessation of all work on shipping involved with
other parts of the Soviet Bloc. The analysts responsible for
studying bloc civil air transportation have also been diverted to
this task. As a result of the constant pressure, lack of
relief in sight, and their inability to work on tasks for
which they were primarily responsible, morale in the unit is
low and there is a possibility that some of the junior personnel
may quit .
4. The situation has been discussed with representatives
of the Task Force and ONI. As a result of this conversation
