This memorandum will make a matter of record your verbal approval for me to accept three invitations to present professional papers and one to chair a session of a scientific meeting. Each invitation Is described below together with its timing. 2. The Institute on Machine Indexing, American University, 13-17 February 1981. My paper will deal with "A Survey of Foreign Developments in Machine Indexing" and my source material will be unclassified foreign periodical literature. The use of machines to index documents is of great interest to the intelligence com- munity. Our participation in this Institute will benefit that interest. Two other OCR personnel both of the Automation Development Group, will also participate in the program. Their papers are titled: "Permuted Title Word Indexing - Procedures for a Man/Machine System" and "Machine Input Problems, Alternatives and Practicalities". The preparation of these papers will be under my direct supervision and will not contain classified material. 3. National Microfilm Association, 4-6 April 1961. The subject of this paper will be "A Microfilm Unit Record System : A Case Study". The burden of the paper will be the operation of large {over 1 million) microfilm collections with special emphasis on unit record format rather than roll film. I am to develop a model system in the course of the paper which can be adapted to library, archives, research, and engineering files. There will be no use of classified information since this Is a pure systems study. 4. Special Libraries Association, 29 May 1981. Mr. George Mandel of NASA has asked that I speak to the translation of technical materials with special emphasis on machine translation. He has asked that I describe the post-editing process as it has developed at the Georgetown University MT center. Much of this paper will be reorientation of the paper I presented at the American Documentation Institute last October. The Gordon Research Conferences, 2-8 July 1961. These conferences are regarded as the highest level colloquia in science and are "off-the-record". I have been asked to chair the session on "Optical Reading Devices" (the so-called reading machines). Our interest in this field in the MT application among others has stimulated considerable research and has directed on-going research into more practical lines. 6. 1 do not propose to accept any other invitations to speak during the six month period covered above. I consider it to the advantage of the Agency and the intelligence community to participate in these professional meetings. The AD/CR. has verbally concurred in the above program.
