representing their parent organization in the conduct of faint
projects sr~. exploitation of the facilities of the Center on
behalf of their parent organization when wr~rking on depsx~tmental

Although the majority of the services wrruld be provided by
CIA, other participating agencies would Furnish ttxt~ perel
and equiprsent to the central care of the organization wherever
it wcn~d be in the best interest at a:al. concerned.
The Center would provide publication services for al3 agencies
participating in the center. Jo9.nt reports wQUld be published wader
the Center label and cLe'partTnental reports wruler the label of the
service preparing the report.

intelligence with phothia irrteLl.igence. In this conne~etian,
it would sponsor research at~3 developmeztt activities is order to
develop new systems and ir~rove techniqudes in existing systems.
