ME ANDUM FOR THE RECORD
SUBJECT: Status of War planning (Office of operations)
On 22 November 1957 T had lunch with Jean toreau at his re-
ouest. He expressed considerable dissatisfaction with the status
of war planning in 00, particularly that relating to the FBID.
He aid, for example, the current plan calls for the FBIS people
in Cyprus to be evacuated to Libya, but that this has not been
discussed with any US force in Libya and no definite arrangements
have been made concerning living and work space in the evacuation
area. He proposed that he and I should visit both Cyprus and
Saigon to get a first-hand look at the problem and that new more
realistic plans should be developed thereafter.
