`Ifl3.TECT: Visit to the Office of Scientific Intelligence
1. On 20 November I had a short meeting with the AD, DAD and
two staff members of 051. They pointed out that JAEIC was the
only interagency scientific intelligence committee with a proper
charter and effective working procedures. GMIC was limited to
the research development and production of guided missiles and
could consider neither the operational aspects of guided missiles
nor the full scope of collection activity required. The Scien-
tific Estimates Committee was described as "ibund.'# They hope
that it would be possible to write new DCIID's, which would im-
prove this situation, but they felt that in view of the Servicmes'
interest in military gadgetry, they would be reluctant to allow
051 or any interagency body to have greater freedom of movement
in the scientific field.
2. They briefed m~e on some of the exotic collection technics
that are being developed and jointed out that the lack of organi-
zation of these activities was causing a serious problem, since
there were no uniform procedures for getting the information collected
into the analytical portion of the intelligence community.
3. I had to leave the meeting early and will have to go back
for further discussions concerning other activities of OS1.
