Several days ago you asked that I give you and my views on disarmament before your departure. Attached s a draft of a "think piece" entitled, "A Soviet Rationale for Disarma- ment." Although Bob bears no responsibility for it, he has looked it over and finds no objection. 2. In talking the matter over, we aid that the following points should be brought to your attention espeaial.lyg a. The amendment of the McMahen Act would have `good effect on the British attitude toward disarmament, as well as toward defense matters. We feel that until the Act is actually amended, the British will probably not think seriously about a disarmament agreement (if they do then). b. Bob urges that you support the NATO pool idea for nuclear weapons, if the opportunity arises in discussions that you may have. This is a far better solution for the 4th country problerm than to let various countries develop nuclear weapons on their own. co You are familiar with the old problem of Franco- German collaboration in the nuclear field, It might be a good idea to discuss this with our people. Bob is somewhat concerned that this collaboration might be extended to include the British, al- though I can see a number of reasons why the British might wish to stay out, 3. Although I did not discuss this point with Bob,, it might be very interesting to him if you were to have a chance to discuss the British reaction to Stassen and what they might feel would be the Russian reaction to Staseents departure from the U.
