Approved For Rase 2004/02/19 : CIA-RDP80B01086A'080001000 1 November 1968 SUBJECT: Orderly Transition of the Presidency 1. I attended a meeting of the Transition Officers on Friday, 1 November. The meeting was co-chaired by Charlie Murphy of the White House and Sam Hughes of the Bureau of the Budget. 2. They announced at the beginning that they had no agenda and had merely called us together to attempt to answer questions anyone might have. There were a few questions, but none of any significance, about details applicable to particular agencies. 3. Most of the hour was taken up with a discussion about what we would do if there is no decision as a result of the election on 5 November. Mr. Murphy pointed out that the Electoral College would meet on 16 December and that if there still is no decision the House of Representatives could not act until 6 January. Some people, including Mr. Murphy, thought it might be necessary to brief designees of all three major candidates, but others were opposed to briefing anybody until we know for sure who is going to be elected. This ended with no decision of any kind. 4. If the election next week is indecisive, Mr. Murphy will have to decide whether to call another meeting. Ii. K.
