Mr. Mitchell, as we have noted, is going to be a sort of "Assistant President." He is going to be a member of the NSC, and we have been ordered to give him the same intelligence Mr. Nixon gets, including the PDB. 2. His role will thus be much broader than Clark's or Katzenbach's, and his relationship with the White House will be different from Robert Kennedy's. Moreover, the NSC as an institution will be much more active. Hence, Mr. Mitchell will need much more extensive intelligence and foreign policy support than his predecessors, support for which no machinery now exists in Justice. 3. All this is leading up to the suggestion that the DCI offer Mr. Mitchell an intelligence officer to serve on his staff, possibly*as something like "National Security Assistant."
