I have been briefed onthe IG Survey of the National Photo- graphic Interpretation Center and on the DD/I's comments on its recommendations. I note with pleasure the IG's recognition of the high esteem in which NPIC and its product are held throughout senior levels of the U. S. Government. I am fully aware that, in addition to its substantive work, this is in great part due to the exceptional talent of the Director of NPIC, Mr. Lundahl, and the efficiency of its Execu- tive Director, I I consider the collaboration represented in DIA's participation in NPIC a significant example of the type of collaboration which I would hope to see repeated elsewhere in the in- telligence community. 2. The IG quite properly made a number of detailed recommen- dations for improvements in NPIC. I note with pleasure the DH!/I's positive reaction to almost all of these, and I concur, as does:: the IG, with the few to which the DD/I takes exception. On Recommendation No. 1, I concur that the DD/I initially prosecute an 'administfative" approach to improving the workings of the National Tasking Plan and the relationships between NPIC and EXSUBCOM. At the saris -time, I should like to have a report from the DO/I on 1 July 1973 of,:prog- resa through this approach so that the alternative of opening'!his sub- ject with USIB could be considered at that time if the administrative approach has not produced sufficient improvement. 3.
