SUBJECT : CIA Retirement and Disability System
1. A recommendation for your approval of a study of certain
aspects of the Agency's Retirement and Disability System appears
in paragraph 3.
2. We have handled a number of cases pertaining to member-
ship in the Agency's Retirement and Disability System and have
heard many employees discuss the subject at length. There is con-
siderable confusion about the retirement aspects of the System with
the result that CIARDS is somewhat of a morale problem among Agency
personnel, on-board and retired. Those who feel their service
should qualify them, but who fall short based on current standards,
are rather bitter Oth

should give anyone an extra retirement benefit, and they are some-
times hostile as a result. Perhaps the time has come for us to
take a look at the CIARDS.
3. Recommendation. I recommend that you approve the proposal
for the IT to look into two aspects of the CIARDS, namely, as to
a. whether the CIARDS is accomplishing its objective
of inducing early retirement among those who qualify; and
b. whether the current ground rules for qualifying
are reasonable and fair, and fill the needs of the System.
