My dear Mr. Chairman:
This is in response to your letter of 9 April 1971 r .qu;. - :'--?ng
this Agency's views and recommendations on S. J. Res. 83 a ti=il
''To provide for a study and investigation of the effectiveness ae
interdiction bombing by the United States in Southeast Asia.
As you know, the Central Intelligence Agency has no ,):. ?y
function and we offer no comment on the merits of ccnductin,;
type of study proposed. I am concerned, however, about the ec-
tion of sensitive intelligence sources which could be compr:r: d by
the procedures proposed. For this reason, if favorable act&
S. J. Res. 83 is contemplated, I request that the resoiut-ioi_
amended to state clearly that nothing contained therein shah pct
the responsibility of the Director of Central Intelligence to pr .,`:e- _,t
intelligence sources and methods as provided in section 102 (c)
of the National Security Act of 1947.
The Office of Management and Budget advises that tht- s
no objection to the submission of this report from the standpo_-,:, of
the Administration's programs.
