MEMORANDUM FOR: Executive Officer, DDS&T
SUBJECT : -Proposal
1. I have talked with Hewitt, Chairman of JAG, which is
apparently most interested in this idea, and to
teli)s me that just recently ONE is extending the time period of
consideration to include that of primary interest to JAG, that is
5.115 years ahead. The ONE also uses, to the extent they believe
applicable, the process, called by-interaction analysis.
While JAG by charter addresses alternatives, and these are
somewhat wider than the traditional ranges of ONE. it might be
considered by some that the extension of ONE's period of interest
might justify a re-evaluation of the mission, if not the existence,
of JAG -- especially since JAG is generally considered of more
support to DoD then ICI and that the DIA membership (half the
group) do not have technical backgrounds, something that might
appear necessary in forecasting the long range future complex
military systems.
2. With respect to the proposal, even granting that JAG
and,/or ONE might feel the information and methodology useful,
a substantive question which must be considered is the relative
capability of Ras compared to, say,
who are, -n my ew, unquestioned experts. I have
never heard of

25X1A little to recommend Cline's approach to and DIA for
Joint funding and/or an expression of interest. It might be argued
that CIA's charter and the DCI responsibilities are adequate for

us to develop and choose forecasting methods. It would be reason-
able to determine the degree of duplication that this proposal might
have with DoD or DIA work, however.
4. In sum, I do not get a very warm feeling about this pro_
gosal, either from a utility or an organizational point of view. At
time, it's not much money -- perhaps not enough to war-
rant. any serious objections. I therefore recommend passivity,
anticipating that DoD and DIA will probably oppose it.
