The D/DCI/NIPS: Systems Analysis Staff is conducting an analysis to establish quantitatively the relative significance of require- rents for intelligence collection against Soviet strategic systems. 2. Our plan calls for an analysis of the impact of intelligence on thermonuclear exchanges between the Soviet and United States forces projected for the next ten years. To assure the realism of the study results, it is essential that the analysis be based on U. S. and Soviet forcer projections of the highest available quality. Therefore, the Soviet forces we intend to use have been based on the 1967 National Intelligence Projections for Planning and U. S. forces as based on the 1!ive-year National Defense Plan'. I have described the U. S. and Soviet force projections we will use during our study in the attached tables. validity of the forces. 3.
