Dear Pat:
The Director, BOB has requested the DCI to undertake
a special study effort to:
First, identify and put relative values on
various types of ABM information and, second,
relate ABM intelligence needs to current or
potential collection systems costs and effectiveness.
Attached are the BOB suggested terms of reference for
the special study and a copy of the letter which the DCI sent in
response to the BOB request. I would appreciate your comments
including ideas on how to proceed.
