On Tuesday, 26 September 1967, at 1000 hours, in
the DCI Conference Room, will give a briefing
on EMPAC. EMPAC, as I understand it, is a management
process designed to furnish to managers cost and effectiveness
information about intelligence collection and processing facil-
ities. The first application of the methodology is currently
being planned for the Chinese ground forces problem. The
security level of the briefing will be Secret.
