3. All Program Change Requests (PCB's) starting now
include five-year format
4. Use current format and detail.
5. Develop modifications (to be inserted Mar 69)
6. Use NIPE as TOD integrator.
Target Oriented Effectiveness (TOE)
1. By 1 April 1969 develop first cut at TOE (68, 69)
21. Apply 1 April 1969 for five years.
3. Have available by 1 August.
4. Use NIPE as TOE integrator.
5. Use NIPE as TOD/TOE combiners.
