The central theme in the Armed Forces Industrial
College Briefing, "Cost-Effectiveness Analysis in Military
Decision Making, " by General Kent (USAF) was non-quanti-
tizing analysis. His philosophy emphasizes logic through
graphic models (utility curves) rather than analytic methods
or mathematical models that usually emphasizes digital
computer techniques. His definition of analysis is - "to
provide illumination or make things visible for the decision
maker. " Essentially, the briefing was similar in concept
to the R. A. C. report, "An Introduction to Cost-Effectiveness
Analysis by R. N. Grosse, 1965.
