The meeting opened with discussion of the minutes of the 17 April 1969 meeting. Several changes were requested by Col. Wood, 25X1A one by These changes have been incorporated in revised -minutes. 25X1A 2. The discussion then returned to the methodological concern of Col. Wood and disposition of the Interim Report. Col. Wood stated that these were related subjects -- that if the Interim Report is intended to serve as a status report to principals it needs to include a statement of methodology, a statement of goals, and a schedule. 3. pointed out that the Interim Report is intended to be a description of the Network, which represents a significant portion of the work accomplished to date, and not a statement of method. 4. Col. Wood restated his criticism of the method and. the approach he believed would be more fruitful (see Minutes of 17 April meeting). He also expressed his belief that a statement of method should be prepared 25X1A before we proceed with the Study. old Col. Wood that his objections and proposals were not addressed to the general methodology but to an aspect of it -- how to choose and value appropriate subsets, that the Study's results might not be sensitive to some of Col. Wood's concerns, and that two pertinent methodological statements were in being (a concept paper issued in August 1968 and the methodology of the ELINT Study). Nevertheless, he agreed that there would be merit to including subsets and values of the kind proposed by Col. Wood. 5. Col. Wood then proposed that he prepare a paper dealing with the important questions (in military terms) that need answering on the .projected Soviet ABM; that prepare a paper which includes a statement of method, a schedule for completion of the Study, and the resources necessary to meet the schedule; and that State Department prepare a paper explaining how it assigned relative values to its needs. Such papers would be prepared and distributed within roughly a week's time. 25X1A 25X1A 6. agreed to prepare a brief paper of the kind requested. Mr. Munn did not concur in the request made of State Department; he did not believe it would serve any useful purpose. The meeting concluded with indicating that the 25X1A Study will continue on its present course. Subsequently it was decided that the Interim Report would be distributed through the Committee, with each member to make the distribution he deems appropriate for his organization. 8.
