merit increase, he stands out among those with whom I have worked in
some 25 years of government service. At that time I was already coan-
vinced that he deserved promotion, but deferred such action pending
his carrying the ARM Study through to completion.

The Effectiveness of ARM Collectors, a major interagency study under-
taken at the request of the Bureau of the Budget. As project leader:
he represented me on the t:'Vorktng Group, where he demonstrated the
combination of patience, forcefulness, and imagination so necessary to
the resolution of interagency bottlenecks and. to keeping the study moving
ahead;; and was responsible for organizing and writing the study. Since
completion of the Study, he has continued to represent us effectively in
briefings and discussions at senior levels throughout the Community.

had general knowledge of the technical aspects of our work. but relatively
little specific systems analysis training or experience. He quickly
developed the understanding and capabilities required. Moreover, he
has consistently demonstrated a willingness and the flexibility to participate
