Dear Charlie,
I would like to extend to you congratulations at your being
selected as the Chairman for SORS and to offer to you appropriate
assistance from the Systems Analysis Group of NIPE Staff.
Many of our studies have direct implications with regard to
SCARS activities and we would be pleased to discuss them with you.
Enclosed for your review and retention is an example of just such an
exercise, a 1967 cost effectiveness study composed by this office for
the use of SIGINT. Although the study is two-years old, the 'technical
information contained therein is still timely and the techniques presented
are the types of things in which this office is currently engaged.
Please feel-free to call upon us when you feel that we can be of
service to you in your new job with SORS.
