Here is a marked-up copy. I hope you can decipher the suggested
changes. Most of them are sort of self-explanatory, but a few, like
placing current production assessment in task 3, might need explanation.
My reasons for doing this are two: first, cooperation by the community
is necessary for feasibility and, second, I don't feel that the main thrust
towards the proper specification of needs should be diluted. With respect
to adding me to the Steering Group, there may be some question but I
would like it and I think I could be very helpful to the effort.
