The first, an effectiveness comparison of ELINT collectors, was done in support of USIB. The primary objectives were development of a The methodology included creation of a valued information network which quantitatively defined the tasks of ELINT collectors, description of the operational capabilities of each collector, specification of the environment both of the targets and of the collectors, and finally development of a procedure for measuring the effectiveness of an ensemble of collectors when each is operated so as to optimize the effectiveness of the ensemble. The results of applying the methodology to the study area furnished a much better appreciation of the degree of overlap among systems and the potential coverage gaps than had ever been available. The intelligence task to be accomplished was defined quantitatively and structured in accordance with the way collected information is put together to meet consumer needs. The operational potential of individual collectors was defined and the utility of each one measured in the real target and collector environment. The results are expressed in two ways: how much each collector could acquire if operated alone, and how much each collector could add to an existing collector ensemble.
