COINS USER TRAINING PANEL
Meeting of 22 May 1969
1. In attendance:

2. handed out draft copies of file
descriptions tor e COINS Catalog to CIA and DIA members
for final review. When general descriptions of DIA files
are received the catalog can be finished.
3. DIA distributed new printer-made copies of COFSA,
including the CIA APPEAR file.
4.1 asked members to look out for particularly
interesting interrogations so as to develop case histories
which can be used in training and information efforts.
Granted, these will come faster when usage is wider, but
it. is initially that they are most needed.
5. The Chairman received a request from the COINS
Manager for contributions to the COINS annual report,
due end of FY-69. Progress since the 16 December 1968
report to the COINS was reviewed. The Chairman outlined
possible content of our,report for events since December
as follows:

3. Individual agency training accomplishments.
(For this section, Chairman requests each of the six
agencies to prepare a statement, covering at least
a. Number of people given training this year
b. Level of training (introductory, local
system, other system, files, etc.)
c. Plans for the next six months
Please get input to Chairman by 16 June.
Feel free to suggest additional topics, or expand topics
above.
6. Odd topics
a. Question to be looked into for COINS Catalog:
is FPP significantly related to other personnel files?
b. NPIC will, transfer from 490 to 494 with an
operating date of August
d. Representatives to IHC Education
and Training Committee will nee u o eir training
report for FY-68&69 from CUT Panel members on amount of
COINS trai'_ning.
e. deplored the reliance that must
be placed on auxiliary documents (World Aeronautical
Chart, Basic Encyclopeida, etc.) and consultation experts
in.order to make pointed queries. Conclusion reached
that since files were constructed assuming analysts
had certain tools, nothing much can be done. It is
,possible that we are exposing an to are as tie
are not quite ami iar with, but that if it is important
to- em they will get the right auxiliary documents.
It is cer,ainly important that the correct material and
expert-resources be cited.
f. The general strategy of using real vs non-real
data was discussed. Toy files are dandy for exercising
logic and getting quick known answers, and they put
all trainees at about the same (dis?) advantage. Real
files, however, are more stimulating provided they yield
apparently useful answers.
