As you are aware, objectives for the COINS experiment have
not been approved. Therefore it is necessary to postpone the
writing of an evaluation plan for COINS until such objectives are
approved. The objectives of the experiment are a vital and
necessary input to the objectives of the evaluation plan. The
evaluation plan must be designed for the specific objectives
which are approved.
It is recommended that we keep informed on the existing
projects which pertain to the methodology of performing evaluations,
and be prepared to start writing an evaluation plan when the
objectives of the experiment are approved.
