called - to be annoyed with us about publishing a list
of COINS files. Not very upset. Just wanted to know why. I told
him I wanted it because I was confused by changes in names etc.
He seemed satisfied with that:. He went on to point out a third
cateogry of files - neither primary or secondary. This category
consists of files -- we had one such listed under Secondary Files --
that are on their way to becoming Secondary. OK.
2. He asked if we had received his blue covered catalog of
files. No.
3. I told him the agenda for 29 October IHC was veryfull. He said
he was willing to go either way. He would be prepared to talk on 29 Oct.
(So we had better try to fit him in). He told me to warn Tip that he would
be coming (I invited him) to sharp-shoot Tip's talk. OK. The more the
merrier. He alluded vaguely to detailed problems that Tip is not aware
of -- stating that details required him to defer discussion of an alternative
configuration for COINS until the first of the year. He said he had passed
thoroughly before it is proposed.

4. I asked him about the reaction to the Sov. Military Rank paper.
He had little to give. I told him of

was considering this as a test case. Nothing. I told him that I thought
of putting a cover memo on both that one and security labels and
sending them to SD&DS. He said "Why not". He then went into a pet project
he would. like IHC to take on. , i. e. , standardization of biographic data
elements. In fact he said he was going to get out his paper and send it
suggested that if he didn't want to use it, he could get
to sign the
proposal and send it to SD&DS. He seemed to like the idea. We'll see.
5. He then said that a first class project would be the integration of
9 COINS files into whatever number of files is necessary. The object of
the exercise would be to bring related (undefined) data together. The files
are:
