Approved For Release 2006/02/06 : CIA-RDP80B0l139A0.0100060026-9 15 May 1970 A regular COINS subsystems managers meeting was held at NSA at 1.000 on the 14th of May 1970. Unfortunately, no one in the Support Staff knew anything about it until it was over. None of our usual friends had let us know it was to happen; let us hope by oversight. The following information was gleaned from a conversa- tion with He thought the only bombshell in the meeting was his annouce- ment that CIA was not going to give financial support to the COINS switch ( as designed in the "contingency agreement"). CIA has written a memo to the COINS manager signed by Red White which should be out on the 14th of May. CIA feels that the present m anner of budgeting is too complicated; that NSA i;.as the System Manager should go to the BoB which is already aware of COINS for all the money not needed, for COINS internally by the agencies. In other words, all external funds should be budgeted by NSA. Actually, funds for the 360/30 switch in the DIA budget were approved. Melt that the money in the contingency agreement was to reimburse DIA for some of the things they could not do because of COINS and the budget reductions. George felt that the files should have fields added with the record information date and date of update of each record. The semi-annual report was supposed to be out today at last. -ACDA wantsa COINS terminal. I do not know if they have the STAT required area for a SI terminal. There have been other terminal difficulties; ~owe,ref~ iiIA has been late getting MOD 37's. there are not enough Mod 37's which are necessary for the GE635. By the time of the switchover to the 635 system in DIA~) some subsidiary terminal users like State, the NIC, will have to close down until the 37's arrive. So I do not know how this will effect the ACDA terminal. STAT The 635 switch-over will probably lead to other problems. Bob does not know how this will be received. He thinks that the solution to the NPIC security problem probably depends on how HQS. solves their own COINS security problems. However, OCS has still arrived at no solution on getting COINS off the /67 (which they are most anxious to do) and onto an eight hour shift.
