MEMORANDUM FOR CHAIRMAN, COINS TEST AND ANALYSIS PANEL,

SUBJECT? Plan for Gathering, Analyzing and Presenting Data on
Performance and Use of COINS
1. Reference is made to Test and Analysis Panel paper, subject
as above, dated 31 May 1968. Concurrence in the Panel's plan has
been received from all COBB Sub-System Managers with one
exception posed by the National Security Agency. NSA will be
prepared to participate in the evaluation effort on 1 April 1969
provided the TIPS UNIVAC 494 remote access system is operational.
2. It is desired that the, Panel proceed with implementation
of procedures set forth in the plan as soon as possible to
(1) provide a test of Panel data collection and reporting procedures,
and (2) provide Sub-System Managers with an insight into network
operations at this time.
