MEMORANDUM FOR: Director, National Security Agency
1. Reference is made to your Memorandum N1533 of
5 December 1968, subject as above. I have forwarded the Plan
to AD/DCI/NIPE, for review.
2. Your efforts to resolve the CIA exception to the COINS
objectives will be followed with interest. After this matter has
been settled, the DCI will consider the total set of objectives for
approval.
3. Your concern regarding the usefulness of the files
currently in the System and the constraints involved is appreciated.
I have directedi in his capacity as Chairman, IHC,
to determine with the COINS Project Manager the implications of
paragraph 4 of your Memorandum relative to the activities of the
COINS Experiment and to advise the DCI accordingly.
