switch. This phase will be scheduled to end during the latter part
of 19c7,
b. Assuming that satisfactory pro cress has been achieved in
the initial phase (COINS I) according to schedule, the second phase
(COINS Ii:, should he initiated during the course of 1963. Ce main
Agency licks and the central switch should then be operational and
CIA should be ready to accept its central obligation for a full and

Planning and coox'dination of implementation action and dcvc ,.
lopment of specific estimate:; of money and manpower costs will be
responsibility of a CIA Taste Force on COINS composed of -rer~ro-
sentatives from GCS, CZD, CC ~; N!'-,C, RID, OC, and PCB. The
Chairman will be appointed by t're Executive Director-Comptroller.
