I I of the CODIB Support Staff has been monitoring the progress of the working group to advance the TIPS NSA. Pilot operation into an interagency environment. The group has had four meetings and has discussed various requirements necessary to pro- ceed with the test such as the need for trained personnel, agreed- upon data bases which can be properly formatted and meaningfully inter-related and appropriate terminals (inquiry stations). It is the expectation of TIPS project manager at NSA, that the test coul e in operation in a matter of a very few months if the above requirements are met. It is clear to anyone familiar with the data bases available, the equipment and the TIPS system that this indeed could be done. 2. In view of the above development, in a con- versation with developed further pertinen points. a. It is NSA, policy that within the intent of the TIPS pilot experiment they will agree to "computer-to-computer" links between the TIPS com- puter and any other properly secured computer in the Intelligence Community. NSA does not, however, intend to agree to an inquiry station being placed "outside the NSA. premises." c. It is position for NSA that the major purpose for this exercise is to allow repre- sentatives of each agency to learn to utilize such a system, to determine how to adapt a data base to conform with such a system, and to learn how to interact with such a system utilizing a live data base. Therefore, where the inquiry station is located is not significant in order to accomplish these things. 4. It is the opinion of this Staff that this is a substantial change in the purpose of this working group and is not within the intent of the recommendations made by Mr. Clifford's memorandum of 15 June 1965. It is suggested that this matter be brought to the attention of the CODIB members at the next meeting. Daniel H.
