SUBJECT: Community Capabilities for Handling intelligence

1. Reference (a) contains three recommendations which have been
approved by the President. Reference (b) assigns action to the Director of
Central Intelligence on the following two:
Recommendation-No.-l: That selected personnel among the departments
and agencies making up the U. S. Intelligence community be provided
specialized training and advanced studies at a university center or
centers where systems thinking and systems skills are understood
and imparted, and which at the same time possess adequate back-
ground in conventional bibliography and other more classical
approaches to literature and information management.

Recommendation Noa 2-.. That the Technical information Processing
System (,TIPS) project,. now under way within the National Security
Agency, be expanded to include participation by other member
agencies of the intelligence community in an experimental operating
system constituting a first step toward interagency (and inter-
building) information handling. Since results should be sought
from the experiment as promptly as feasible, the participation of
other agencies should be achieved by September of 1965; the
capability for extensive handling of the Russian biography problem
should be available in the community-wide system by the summer
of 1966; and by the summer of 1967 it should be possible to exchange
outputs from various mechanized sources in the fashion pioneered
by the TIPS project.
2. In reference (c), General Carter appointed as
the senior NSA representative to assist the DCI in carrying ou eve
recommendations, and further states that:
Inasmuch as a pilot model of the Technical Information
Processing System (TIPS) currently is operating at NSA, I
suggest that you consider assembling representatives of the
other member agencies at NSA for such briefings and studies
as may be useful. In that manner, all the NSA experienced
personnel can be made readily available for these purposes.
3. Prior to the receipt of General Carter's memo, CIA scheduled a
briefing (held on 27 July) at which NSA personnel briefed CIA personnel on
TIPS and RYE. It is noted that a number of CODIB members already have
some familiarity with these projects. I will entertain any requests
from CODIB members for additional briefings either at NSA or elsewhere.
4. The DCI has been requested to report by October 1, 1965, to
Mr. Bundy and to the President's Foreign Intelligence Advisory Board on
actions taken in implementing these recommendations.
5. Accordingly, CODIB members are requested to attend a meeting to
be held at 1000 Thursday, 26 August, in Room 2E62, CIA Headquarters.
You should come prepared to table a written statement of the actions which
your Department Inc Service proposes be taken to accomplish the objectives
of the PFIAB recommendations. In particular, please note:

a. Proposed plans for providing suitable training courses.
b. Proposed computer links between NSA and existing information
handling systems.
c. Names of individuals who qualify as candidates for the staff
of the guidance and evaluation Panel being formed under the
