"If the original report bears any .special restriction on non- foreign dissemination beyond that imposed by the security classifica- tion and the needdtokcnow principle, reference to it will not be permissible (eacept by specific waiver of the originator) unless the other-agency report in which it is referenced bears equivalent %W restriction on disseminationp** "The purpose of this resolution is to facilitate identification and retrieval of the referent report by or on behalf of cleared U.S. personnel who need to see the full text, "Except by specific waiver of the originator, the securitwyr classification of the original report will be preserved in the other- agency report if any part of the content is revealed, If the original report was TOP SECRET, this fact will be included in the identifying data." This is a matter of judgment for which no hard and fast rule can be given. Generally speaking, precise identification need not be made if the reference is very slight or peripheral, or is to a line of reporting rather than to any specific report, ..~,..._...... Any such "special restriction" on a headquarters dissemination will take the form of a dissemination control (LIMITED,. NO DISSEZ4 ABROAD, or BACK. GROUND USE ONLY) which will appear on the face of the report.
