Foreign Intelligence Objectives Attached is another report on progress made by the intelligence community in accomplishing the six intelligence objectives outlined by the President's Foreign Intelligence Advisory Board, and forwarded with your memorandum of June 17, 1963. The attached report brings up to date actions taken in this context since the submission of our first report, on September 9, 1963. I think we can anticipate continuing progress in meeting these objectives. I suggest that further developments along these lines be covered in the future in our annual report. AUTOMATIC DATA PROCESSING Objective That research be intensified to determine, the usefulness of data processing techniques, including mechanized title or summary sentence permutation, to facilitate review and assessment of the great volume of material that must be dealt with in the intelligence community. " Comment The study of the community's information processing system (SCIPS) has been completed. The study, a review of it by an outside panel of consultants, and an evaluation by the USIB Committee on Documentation (CODIB) will soon be considered by the Intelligence Board. These efforts address themselves to a wide spectrum of problems. Included are specific recommendations for action on many matters relating to the processing of information, among them an adverse recommendation on establishing a national center for indexing intelligence documents, primarily for two reasons: (a) a single deep indexing system is considered presently infeasible; and (b) added centralization could not promise a solution to the problem at this point in time.
