1. Reference (a) abolished the Forei Publications Subcommittee
of CODIB established by Reference (b).
The Intelligence Information
Handling Committee will continue USIB monitorship of this activity.
2. Reference (a) also directed that a study of the need for and
feasibility of an automated system for bibliographic control of
foreign publications of Intelligence value be accomplished by the INC
Subcommittee an System Design and Development.
3. Action on the development of an unambiguous Cyrillic-Roman
transliteration system for community use in mechanized systems
formerly assigned to the Foreign Publications Subcommittee is reassigned
to the IHC.

1. ummarized the mission and functions of
the subcommittee. He noted that its responsibilities fall into
four general areas:
a. Coordination of foreign publications programs;
b. Development of community systems involving
foreign publications;
c. Development of an unambiguous Russian-English
transliteration for use in mechanized systems.
d. Procurement of "hard-to-get" (denied) foreign
publications,
noted that there appeared to be interest at high
levels (BoB) concerning the processing of foreign publications
throughout the intelligence commmunity. The interest centers
around possible unnecessary duplication of efforts in procure-
ment, processing, translation, etc.,

25X1A 2. proposed that the subcommittee in keeping
with its responsibility for the coordination of FPUBS programs
examine present procedures to identify any areas of. unnecessary
duplication. lie requested that each agency representative under-
take the preparation of a summary of what his agency is doing in
the FPUBS area. He suggested that this summary should relate to
USSR publications initially. He felt that such summaries should
contain at least the following:
a. A listing of Russian foreign publications being
procured.
b. Description of the exploitation being accorded these
publications, e.g., translating the table of contents, prepara-
tion of abstracts, extraete,summaries, selective translations,
full translations, etc.
c. Identification of transliteration system(s) used.
d.' Form and format of exploitation products.
e. Timeliness of exploitation product.
f. Manner of dissemination.
lie suggested the use of existing documentation wherever possible.
Members were requested to provide the secretary with additional
elements of information which they feel are appropriate for inclusion
in the summary by-9 February 1968. The secretary will then prepare
a consolidated list of elements and distribute them to the members as
guidance in completing their summaries.
3. Col. Antosz initiated considerable discussion on the need
for closer coordination of procurement and processing. The need
for a consolidated "want" list and a consolidated accession list
were emphasized. It was concluded that these needs could best be
described in terms of hard-to-get items,since items on approved
subscription lists present no procurement problem. It was suggested
that a comparison of publications appearing on the Soyuzpechat (Soviet
subscription organization) lists with a complete listing-.of Russfan
publieatioas mould be usaa as a brat XWV in focussing common,. ty
attention on denied or nara-to-get items. The subcommittee then held
preliminary discussions regarding the Working during Task Team III deliberations..

It. Mr. Bauer proposed that the subcommittee not excludetclassified
foreign documents from its eonsideratibns. Mr.
should not go beyond hard-to-get items. Consider a scussion
followed which indicated some difficulty in precisely defining the
limits between hard-to-get items and classified documents. It .
appeared that if the document was not'classifiedd by the producers
it should fall into the hard-to-get category
purview of the subcommittee.

5. Mr. Bauer suggested that a list of accepted terms be
developed for subcommittee use, e.g., definitions of publications,
exploitations, eta. He Identified a source document which he will
send to-the secretary for consideration and possible amplification.
6. The subcommittee then discussed the Russian to English
transliteration problem at length. In view of the extensive, unsuc-
cessful efforts to develop a pronounclble, non-ambiguous, two-way
Russian-English transliteration system in the past, the secretary
proposed to summarize these actions for subcommittee consideration
in the near future prior to planning further action on the problem.
7. In response to a call for other business, Mr. Bauer raised
two questions The first had to do with the policy
which makes it necessary for customers to pay foONE' co eof required
translations if they need more than two copies. noted 25X1A
that this had been done because it was felt that gene
customers were abusing the service by providing copies to other
elements not directly associable with intelligence support. He
indicated that the matter could be restudied if there were, in fact,
adverse effects imposed by the limitations., It was noted that the
charges made for extra copies were nominal, amounting to about one STATSPEC
cent per page.

9. For the record, noted that he had compiled a
complete set of Task Team III papers. This can be made available
on loan to members should they so desire it. Mr. Toler noted that
the agenda for this meeting should have been classified "Confidential"
rather than "Secret". Members were requested to downgrade their
copies accordingly.
