SUBJECT: Recommendations Concerning CODIB Task Team V, Biographics,
Final Report (U)
1. (U) Task Team V's report has been reviewed by various DIA elements. The
facts presented are impressive. In spite of this, however, two major recom-
mendations emerge from the review of the report; first that the Task Team's
seventh recommendation be deleted, and second, that the Task Team's Final
Report not be forwarded to USIB in its present form.
2. (C) The seventh recommendation ("DIA expand its program for the process-
ing of military personality information ....") is in no way supported by the
discussion and consequently has no justification in the Task Team's report.
Desirable as this expansion of DIA1s effort may be, without any factual
backup, this recommendation reads like a spontaneous wish hardly suitable
for submission to USIB with CODIB's approval.
3. (C) The recommendation that the Task Team's Final Report not be for-
warded to USIB stems mainly from the conclusion that the report offers no
overall solutions amenable to practical implementation. In other words, the
Final Report is not-final; it only points up additional work which has to be
completed before USIB can take a position. For example, Annex 2, Proposed
Approach to the Machine Recording of Personal Names, offers a method of
identifying names. It proposes a 40-character limit of personal names and
gives some convincing examples as to why this is needed. The report does
not mention, however, that as a follow-up on BoB Circular A-71, 6 March
1965, the Data Standards Division, ASD (Comp) (Mr. William B. Robertson,
OX 78623) has proposed a 27-character code for transmission of personal names
between Federal Agencies. Accordingly, the Defense Central Index of Inves-
tigations, Fort Holabird, uses this 27-character limit on punch cards.
Formerly, the Army and Navy used a 22-character limit, and the Air Force a
17-character limit for personal names. A resolution of the 40-character
versus 27-character limit is needed in the Final Report.
4. (C) Annex 4, Data Elements Used in Biographic Systems, is incomplete in
that it offers no Task Team recommendation for what should be common data
elements to all USIB members. The tabulation in Annex 4 of Services and
Agencies using the data elements listed seemingly offers a constructive
means of developing a format for a USIB biographic check list.

5. (C) A resolution of these problems is needed before Task Team V's
Final Report be submitted to USIB. It is believed that this task can
be best performed by two separate CODIB working groups, one for CI/
Security, and one for PI. Their findings and recommendations should be
part of Annex 4 and should be included in the summaries of Findings and
Conclusions.
6. (U) As a final comment, it is questioned whether the CODIB Support
Staff is equipped to handle the tasks included in Task Team V's
recommendations 5 and 6.
