Approved For Release 2006/09/25 : CIA- DP OB01 i9A 00300050024-0 SECRET I Ce; l&ssd;'! kEjJ Approved For Release 2006/09/25 ANU801301139A000300050024-0 V PROPOSED TERMS OF REFERENCE CODIB Task Team VI on Research and Development The basic purpose of the work of the CODIB Task Team for Research and Development will be to define and describe optimum and attainable goals for design, research and development concerned with the systems, functions, data, and equipments for the information processing capabilities required by the intelligence community. The "Terms of Reference" adopted by USIB in setting up the SCIPS study (USIB-D-29 7/1, 11 July 1961) emphasize that the basic purpose of the study was to prepare "guidelines for the development of information processing facilities in the community. The study should seek to establish and define long-range goals. " At this stage, after the Phase I work of SCIPS and the initiation of various ad-hoc study teams to continue the work initiated by SCIPS, it is considered especially important that the CODIB Task Team VI concerned with R&D focus as sharply as possible on the primary purposes as originally set down by USIB. It is recognized, and the SCIPS Phase I effort has shown this further, that the problems are complex and the work to be done is difficult. However, there should be a continuing effort to develop a description, in as concrete terms as possible, of what the targets are in the design and development of intelligence information processing capabilities. Complexities are increasing in the application of information processing methods for intelligence requirements. Technology concerned with procedures and hardware has made very noticeable progress in recent years. At this time also, many components of the intelligence community are supporting a wide variety of develop- ment projects. These projects are essential in order to carry out immediate responsibilities and missions; however, the objectives are usually short-term. In this situation there is urgent need to pro- vide guidelines which will take account of the long-range picture as well as the integrated needs of the full intelligence community. To make progress in the specification of goals for intelligence information processing a great deal of past experience and study can be drawn upon in order to characterize the requirements of the intelligence community. On the other hand, a map and a guide for the future must also draw fully upon the individuals in various fields of science and technology who are in the forefront of research and development. Any work on delineation of goals and targets must be guided largely by the insights derived from these resources. Although any picture of future goals must be idealized to a certain extent, it should be possible to characterize which parts of the picture are definite, which are questionable and what the probabilities for achievement are. The emphasis in the work of this task team should be to identify, describe and clarify guidelines and goals which various agencies and components can then use as desired for the purposes of evaluation and decision in carrying out assigned responsibilities and missions. CODIB Task Team VI will carry out the following task: Provide CODIB with findings or recommendations which will assist in the definition and specification of optimum and attainable goals for the design and development of systems, functions, data and equipments which are essential for the information processing capabilities required by the intelligence community. Desirability of a generalized system picture. 2. Desirability of integrated automated systems within reasonable economic reach, which :fully enhance the human elements of the intelligence system. 3. The common characteristics of the varieties of intelligence data. 4. Compatibility problems, possibilities for modification of present functions. 5. Factors of the magnitude of the cost and the time schedules for development and implementation. 6. Need for evolutionary steps in development and implementation. The task team is free to organize its own plan of action but may wish to pursue the following course: a. Review the data and results of past study and experience which are available to agency components and team members and generate useful conclusions or a team consensus. Where further information or data is required regarding agency activities, existing mechanisms for coordination and approval will be used. b. Arrange for consultation with individuals who have a leading role in the research and development progress made in the scientific disciplines and the technology which have a bearing on the basic problems. Make recommendations for the conduct of further studies or projects to be carried on by competent organizations in order to achieve the task objectives. Membership on this task team should consist of repre- sentatives of USIB agencies having top secret clearances and having enough familiarity with and competence in the intelligence information processing field to be able to contribute to the team activities.
