To isolate or became familiar with existing and potential problem areas concerning intelligence data handling in the intelli- gence community which require the application of research and de- velopment to permit stated objectives to be met, B. To identify areas of research and development which must be pursued to improve intelligence data handling techniques and to establish priorities of accomplishment. C. To recommend policy, mechanisms or means of authority for coordinating and accomplishing those research and development tasks deemed essential on the basis of established priorities. II. Discussion The phrase "intelligence research and development" is quite nebulous In meaning and is not clarified by delimiting it to intelligence data handling techniques. The problem in meaning arises because all R&D In data handling techniques will certainly be applicable to intelli- gence data; simultaneously, however, there exist certain data handl- ing problems which although perhaps not unique to the intelligence community. are certainly most critical there so that pertinent R&D must be guided by the intelligence community. Such a program will involve maintaining close liaison with R&D projects external to the intelligence community in order to stay cognizant of perti- nent reeults and to provide guidance and additional support where needed; it will also involve initiating, supporting and coordinating R&D projects within the intelligence community when the criticality of intelligence needs so demands. One of the tasks of this group will be to formulate reasonable R&D policy guidance for the intelligence community with regard to intelligence data handling. The recognition of the dual nature of R&D projects aimed at improve- ment of intelligence data handling leads naturally to the decision to review and classify R&D on the basis of intelligence community needs rather than on the basis of a survey of pertinent existing or planned R&D projects. The end result should be the same -- an R&D program within the intelligence community permitting most effective pursuit and application of needed R&D. The means chosen to effect this end goal are of utmost importance and the decision above on the review mechanism to be used is believed to be correct. , z.e,7,1,-(efs? s Another committee which(!xiatandenemwasgesIthe interests of the intelligence community is the COSATI Operations Sub-committee Task Force on R&D in Information Science. The attainment of the objectives of this =ID group should provide eeded justification forAimmodiKLAW in the intelligence data handl- area.ing It appears obvious that many operational data handling systems have been Implemented without an adequate technical base and hence have either been just marginally successful or in some aees have not been able to fulfill the hoped-for objective. This group should recognize this situation and rectify it. Under any circumstance, it seems essentialthat the intelligence community play a more active role in initiating, guiding and coordi ting that R&D necessary to the improvement of intelligence data handling. III. Initial Group Tasks A. Identification and understanding of problem e luding: 1. Criticality by agency, and 2. Priority by agency B. Identification of deficiencies in existing research development. C. Identification of specific research elo en eeded for rasciution of problem areas. D.
