1. The minutes of the nineteenth meeting were approved and members
reported manhours spent in preparing for this meeting.
2. Copies of the fifth revision to Category IV, Science and Technology,
were distributed. The revision will be discussed at a subsequent meeting.
3. The team then discussed area aspects of content control4
briefed on his efforts to date in defining requirements for develop ng an
area structure for content control. Source materials included the
following existing structures:
a. USIB-sponsored Intelligence Subject Code (ISC). Area codes
bo DIA Geopolitical code for Intelligence Systems.
co Department of State Country abbreviations appearing in its
Records Classification Handbook.
de National Intelligence Survey (NIS) Areas appearing in the
IS Reference Guide and a draft revision thereto dated 17 February 1965.
eo Board of Geographic Names: Names of Selected Major Political
Areas of the World, dated 15 January 1965.

4., Two working papers entitled "Non--controversial Entries" and
"Controversial Entries" respectively were distributed and discussed at the
meeting. There are 120 so-called non-controversial entries and 290 con-
troversial entries on these lists. In general, most of the controversial
entries derive from political entities which are geographically separated;
many derive from geographic entities which are divided politically. Also,
islands and island groups receive varying treatment including different
names and different island aggregations. In some cases, political
subdivisions of countries are entered as well as the parent country.
S. The team discussed the controversial entries on an entry by entry
basis to develop insights necessary for ultimate resolution. In many
instances, where different names were involved and where political sub-
divisions and individual islands were entered, resolutions were decided
upon. About one third of the controversial entries were examined. The
balance of the list will be dealt with at the next meeting which is
scheduled for 0930, 10 June 1965, Room 2E45 at CIA Headquarters. All-day
parking permits are being obtained and distributed as was done for this
meeting.
