25X1 1. distributed a draft paper entitled Procurement of
Foreign Publications. He noted that the task team objectives are aimed
primarily at processing of foreign publications. However, at CODIB direc-
tion the team examined procurement of foreign publications to provide an
overview of procurement as it might affect processing. The draft takes a
broad view and covers things which seemed to be evident from the briefings
received on procurement of foreign publications.
2. The team then examined the draft in detail and made additions and
25X1 changes thereto. suggested that members study the paper and
discuss it with others in their agencies.and submit additional changes to
the secre a y. A new draft will then be prepared for final coordination.
25X1 agreed to ascertain additional costs of the procurement of
foreign p ications occurring in the services and the Defense Department
and submit new figures therefor.

3. In the course of discussion, Mr. Pughe suggested the desirability
of having an authoritative list of foreign publications being received by
the various agencies. This list would include the processing which was
applied by each recipient agency. He felt that such a list might be an
extension of ATD-LoC's Foreign Journals Requirement List. Also he indica'sd
a need for a similar accession list for monographic types of foreign
publications. There was some discussion of the SCIPS list of foreign
publications and the indications of processing of these items which are con-
tained in the SCIPS data base. Consideration of this aspect was deferred
until an appropriate point in the task team's deliberations on the pro-
cessing of foreign publications. However, the secretary was requested to
confirm that item identification and description of foreign publications
was part of the Task Team II - Item Identification agenda,
S. indicated that the team would push on into processing
activities. rie ng on processing occurring in CIA's Foreign Documents
Division has been scheduled for the next meeting. Briefings by other
activities who process foreign publications will be scheduled in the future.
The next meeting will be held at CIA Headquarters on 8 April 1965 at 1000
hours.
