1. The minutes of the fourth meeting of Task Team III were approved.
2. The team then took up the draft terms of reference for the Working
Group on Transliteration. These terms of reference were distributed with
T/III/M-3o After considerable discussion regarding the possible need for
standardized transliteration and the problems involved in applying a new
system to established operations and files, it was decided to focus the
working group's effort on determining and defining the Intelligence
Community's need for standardized systems of transliteration. Contingent
upon the findings of the group, a second phase might be initiated involving
priority treatment of existing transliteration systems with emphasis on
Russian and Chinese. Those systems which best meet the needs of the com
munity would then be identified. If necessary, requirements for basic
redesign of existing transliteration systems might be specified. The re-
vised terms of reference address only the first phase (attachment 1)a

4. The team then reviewed the first portion of a report which Task
Team III will make to CODIB. This first portion deals with the need for
foreign publications within the Intelligence Community. The second portion
of the report will address procurement of foreign publications. The team
generally agreed with the draft; however, the secretary was directed to
distribute copies to the members for their further consideration, amendation
and additions prior to finalization.
5. The next meeting of the task team will be on 11 March 1965 at
1000 hours. The meeting will be held at the Library of Congress where a
briefing will be presented on procurement of foreign publications by
Library of Congress and by the Aerospace Technical Division. Mr. Bauer
will also brief on the history of use of Army units overseas in procuring
foreign publications. Members are requested to advise the secretary of
any additional people they intend to have present at these briefings as
soon as possible. Members should also indicate if they will need a
parking space at the Libraryo

Working Group on Transliteration
Terms of Reference
I- OBJECTIVE
To determine whether standardized systems of transliteration for
foreign languages are needed within the Intelligence Community.
II.' PARAMETERS
The Working Group will consider the impact of transliteration in
the collection, processing, retrieval and production areas with special
reference to its effect on systems of automation.
III. TASKS
The Group will address the following aspects:
a. Use of transliteration in collection,
b. Effect of transliteration on dissemination,
c. Transliteration impact on indexing,
d. Automation; retrieval and the transliteration
problem with special reference to the need for
interchangeability and reversability,
e. Transliteration and the analyst-consumer,
f. Effect of transliteration in intelligence
production,
g. Problem of prescribed transliteration systems
for geographic names (BGN)
h. Recommendations on the need for standardized
systems of transliteration.
IV. MEMBERSHIP
Membership should include individuals who are knowledgeable of the
linguistic problems involved as well as those knowledgeable of the machine
problems. Each 'b,IB agency should have representation.
