Col. Clyde H. Mild NAVY - Lt. Mr. Anthony esov CBS Secretary Others Present 1. The Chairman welcomed Lt. Cdr. Anthony Sesow from Navy an a new member of the Team, called for a review of the minutes of the last meeting, and asked for examples of formatted reporting from all hands as agreed at the last meeting. He submitted a list of such publications and agreed to provide copies to the Team members. These, along with others submitted, are contained on the cumulative list of essential reference materials that will be attached to each meeting minutes. The Secretary reported that Washington Coordinator for the Progrsi$5X1 would come to'the meeting as soon as he completed-s-710-:10-EX briefing at the Department of State. The minutes were approved as submitted. 2. The Chairman reported that in his briefing of CODIB on the work done to date, he had emphasized his expectation to make fairly quick progress, his intention to stick as closely as possible to the precise task of for- matting, to staff the team with people knowledgeable on the problem rather than people representing "home office" views. He indicated CODIB was pleased with all this. In rege-rd to color coding of EDP tapes, he reported that CODIB had decided to pass this to Task Teem IX (Systems Library). Attention then turned to the suggested Terms drafted some time ago by After some discussion, it was agreed that the team effort sho a to design a format embracing the characteristics common to many fl.cilitiee of intelligence interest, both current and potential. It me further agreed that in at least the initial design stage, the formulation should reflect primarily the interests and needs of the Washington intelligence mad information processing complex, with the thought that the design so !9volved could then be checked out with the collectors and with the people concerned with the use and the processing in the field of installation identification information. In light of this approach, it was unanimously agreed that it was extremely important that we obtain the widest possible participation by the interested and knowledgeable parties in Washington in terms of formulation, research, analysis, design and testing of standard for- mats for installation identification information. It was noted that the Washington TFP coordinator would be able to reflect the views and problems of collectors and field processors, even in the first stages of design. In this context, the Chairman noted that Air Force and NSA had not yet partici- pated in the meetings or the Terms review, and that they and possibly other interested elements should be reminded of the need for their participation. It was pointed out that the Air Force proposal to designate a representative after the Term were completed was a bit short of full participation. Attention was called to the work in formatting being done by the 8ational Military Cotmmand Systems Support Center group and its relationship to the Task Team's effort. It was quickly agreed that the Chairman should exercise his broad latitude in such matters by asking the N)CCSSG to send a representa- tive to future Team meetings. Attention was also called to the possibility of formal applications in any LEM installed in Washington or between Washington and field activities. 4. In the course of discussing the terms further, the blowing points were reported and are noted here for future reference: a. Physical Locations - agreed to use both U M and geographic Grid Coordinates, and source from which these data are derived. b. Dames - agreed to follow left' listing, with local FM (freedom of action) for special briefing purposes. Also agreed that request for more realistic listing of Capital Cities might be made to B. Agreed that standard procedure for naming installations should be established. c. Identifying Number - Agreed that WAC charts still the best (and only) reference system covering entire world, and *V d to use M ambers for installation identification. d. Country/area code - It was noted that there are several such codes now in use (J,rmy, NSA, Some Navy ship reporting, DIA). After some discussion, it was agreed that Approved For Release 2005/03/16 F89-09%1 139A000400290014-4 Approved For Release 2005/03/16 : CIA-RDP80B01139AO00400290014-4 CO TIAL - 3 - the Team should strive for the DoD 2-letter country designator code which is capable of being expanded for more detailed identification purposes by individual agencies. e. Category Code (Functional Classification) - this was deferred to the next working meeting. 5. The discussion generated by the foregoing led to a spirited pre- sentation by and Lt. Cdr. Anthony Sesow. Both pointed out that there was little provision to date for cross-over linkage far research and retrieval of identification information. Each cited chapter and verse illustrating this point. For example, there appear to be at least five coding systems for electronic emitters of various sorts. Both expressed deep convictions that the present trends in all-source analysis would lead within the next 6 to 9 months mounting pressure for means to search and retrieve across all sources for installation identification. Both believe that this merging of field reporting on installations must be merged at the final analytic point. Their point, eloquently made, was that the least the Team ought to do is to anticipate the rising pressure for cross-source search and retrieval in the forthcoming format design. A spirited discussion followed which surfaced several ideas, including the possibility of an Installations Information Center to monitor the handling and use of incoming information and to take appropriate premonitoring actions regarding the collection and use of installations identification information. 6. The Terms were approved, with some modifications reflecting the rather substantial knowledge of the Team regarding various aspects of the installations identification problem. It was agreed that the next meeting should be on 30 November 1964, at 10:00 A.M. in the Ianggley Building.
