The first order of business is to deal with the minutes of our last meeting. held on 3 June. 1965. 2. The next order of business is to bring you up to`dat,e on developments since we last met. A brief chronological account may not be inappropriate?5X1A a. Our Interim Report was circulated by CODIB Secretary- under date of 9 June, "for review and, subsequent discussion and approval at the next meeting. " b. CODIB held a meeting on 24 June 1965 at which the -Chairman- asked some questions regarding our Interim Report, provided Task IV Chairman with some seven written questions, and asked thatlhe Committee note our report and the CODIB Support Staff comments, and be prepared to discuss our Interim Report at the next meeting. At this meeting, I asked that action' on our Report not be held up pending resolution of conflict on establishment of a Country code, and it was so agreed. c. On 12 July 1965, 1 turned over to Mr. a summary of the informal reactions received from the members. of the Intelligence Community to our Interim Report. - rv d. On 12 July 1965, I relayed to a suggestion that CIA might wish to arrange for installations and geographic features-in the NIS and its supplements to start using :B. E. -numbers for positive identification. e. On 16 July 1965, I turned over to written responses to the seven questions raised by CODIB Chairman,,Mr. Paul A. Borel. f. On 16 July 1965, I turned over to a request, following resolution on 12 July of differences between DIA and NPIC on the naming of missile sites, for deletion of paragraph (c) on page 21 of our Interim Report, redesignation of paragraphs (d) and (c),"and the correction of that portion of paragraph (b) at the top of page 21 .to reflect the agreement reached. On 26 August 1965, CODIB met again, this being for their sixty- fourth meeting. ' h. At this meeting, as reflected in the Minutes issued under date of 30 August, Mr. Borel expressed the opinion that much.of the Report could be bought now and indicated that he proposed to use the CIA paper entitled "CIA Reaction to CODIB Task Team IV," dated 16August, 1965, .and distributed at the end of the session, as an initial draft directive for USIB consideration. as _,Board action on the Team Report. At the same meeting, recommended the inclusion in the CODIB report to USIB designating DIA as the monitor or executive agent. For action, DIA was requested to review the CIA paper and see if "there are too many reservations to preclude going to,USIB at this time. " i. I asked to distribute to you CODIB's document dated 31 August with its three attachments. j. A day or so later, as Chairman of your Task Team, I coordinated with CODIB on its Draft Quarterly Report insofar as mention of our Team 25X1A was concerned. 3. I think that this brings you fairly up to date.' At the moment, is staffing a DIA response to CIA's views on our Task Team's Report. of 4. I believe that is is appropriate at this time to ascertain the views of our Task Team on CIA's reactions to the Task Team's `Interim Report, and I would suggest that we view this in three steps:'.''. If a. The reservations expressed by CIA, which strike me as being very reasonable indeed. b. The conditions stipulated by the CIA, as a condition for acceptance of the Task Team's recommendations; and c. The recommendations made by the CIA for /fallow-up actions by the Task Team. 5. My ovn personal inclinations lie in the field of thanking CODIB/CIA for the response received from CIA; suggesting that CODIB proceed as planned with its proposed draft directive 'for issuance by USIB, including the reservations expressed by CIA; to recommend that CODIBarrange for the so-called "Recommended Follow-Up Actions" be delegated to the operational elements concerned in CIA and DIA for resolution; that agreement be reached, similarly, between CIA and DIA on the matter of the proposed Executive Agency to permit of its operation Approved For Release 2002/01/03 : CFA-RDPjOB-01139A000500010005-3 s3 fit": `'~ F~ sw .atefi Approved For Rele _qe,.20 0'11 9A000500010005-3 with the maximum of efficiency, at the lowest possible cost, iri the best interests of the Intelligence Community, without detriment to the operational relationships between DIA and the Unified and Specified Commands while, at the same time, meeting the requirements of the Intelligence Community; and, finally, that Task Team IV and its members be permitted to retire from the field, with full honors, to enable us to devote more time- and effort to our regularly assign.ec . tasks, but with the Task Team -IV being retained on paper, for a 'reasonable time, to enable reactivation should that become necessary., Chairman Task Team IV Approved for Re i 6 39A000500010005-3
