Oslo, 19b4. 5. UNIFORM CHANGES: a. Anly-. Wearing of the Army summer uniform in the Military District of Washington area will be effective 1 May 1967. There is no period of optional wear. Effective Monday, 24 April 1967, the uniform for officers and chief petty officers is Service Dress Khaki, Tropical White Long (with ribbons), or Tropical Khaki Long. The uniform for enlisted personnel, E-6 and below, will be Service Dress White or Tropical White Long (with ribbons). Women officers and enlisted, Service Dress Blue or Service Dress Light Blue. There is no period for optional wear of uniforms. c. Air Force. Effective 1 May 1967 through 14 October 1967, officers may wear the 50% cotton 50% polyester fiber blend (1505) short sleeve shirt (without necktie) and long trouser combination of the same material, while on duty and when going to and from duty. This uniform will not be worn when visiting the White House, Capitol, State Department, or comparable buildings; nor while having lunch or visiting in the Washington, D.C. area where a coat and tie is the normal dress. Officers are not authorized to wear the all- cotton (505) summer service uniform while on duty with, assigned to, or visiting any of the offices listed below: Office of the Secretary of Defense, Office of the Secretary of the Air Force, Headquarters USAF, the Office of the Joint Chiefs of Staff, other offices, boards, and commissions in the Central Control Group. (1) Enlisted personnel may wear either the 50% cotton 50% 'polyester fiber blend (1505) or the all-cotton (505) short sleeve shirt (without necktie) and long trousers, or a combination while on duty and when going to and from duty. (2) The blue uniform is ai.dthorized as an all-season uniform for year-round wear. (3) The Washington, D.C. Metropolitan area consists of the District of Columbia, Alexandria and Falls Church Cities, Arlington and Fairfax Counties in Virginia, and Montgomery and Prince Georges Counties in Maryland. d. Marine Corps. Summer Service "A" will be an optional uniform during the period 15-30 April 1967 and will be the Uniform of the Day, effective 1 May 1967. (DIASA-L- 78090 ) 6. STATEMENT OF EMPLOYMENT AND FINANCIAL INTEREST - DD FORM 1555: Reference is made to paragraph 6.c.(3) DIAR 60-6, 25 July 19 , concerning the quarterly submission of supplementary statements when there are changes in or additional information concerning an individual's initial Statement of Employment and Financial Interest. Such statements will be submitted 30 days from the as of date--31 March 1967. (DIASA_)i 5h381) (. PROMOTION OF ARMY OFFICERS: a. The Major AUS, APL, WAC, and Chaplain selection board that convened on 6 March 1967 and the Major AUS, AMEDS selection board scheduled to convene on 25 April 1967 will continue to use the "best qualified" method of selection except for the MC and DC where the "fully qualified" method will be used. Effective with these boards however, the "fully qualified - not recommended category" (FQNR) is eliminated for selection to temporary major. Officers will either be "recommended for promotion" or "not recommended for promotion" (passed over). c. Those nonregular officers who were found "not fully qualified" (passed over) by the 1966 major selection boards and who received a second Passover by the boards cited in paragraph a above will be relieved from active duty under the provisions of AR 135-173. d. Those nonregular officers selected for temporary promotion to major by the boards cited in paragraph a will be promoted; all others will be passed over. Using this same criterion, those receiving a second. Passover by future boards will normally be separated from the Service within one year after the second Passover. However, no individual affected by this new policy, except those mentioned. in paragraph c above, will be separated from the Service before 1 July 1968. (DIASA-4/78090) 8.
