The group approved the minutes of the last meeting with some minor changes. 4ONflDENT1A1 Approved For Release 2001/09/05: CIA-RDP80 Each of the members from NSA, State, DIA and CIA exchanged and explained the sample questions that each of them had brought to the meeting! for distribution to the other members. It is now planned that each of the members will take the sample questions provided and process them within their respective agencies. Detailed consideration was given concerning the applicability and/or usefulness of the various questions that were provided. It was agreed that, it would take several.weeks questions processed within the various agencies. One problem was presented because the NSA material had to be provided to the group officially through SI channels. (At a meeting with after the group meeting, it was agreed that would furnish the information through appropriate SI channels to who would then see that the material was sent on to BR (Attentio and DD/P (Attention: so that they could have the material processed appropriately. 4. The Chairman asked each of the members to provide a short written description of the channels and how information requests of the type under consideration by the group are processed. He further requested a general description of what security channels are used. and a description of the different treatment, if any, provided because of classification and/or time constraints. Each member was asked for any suggestions for improvements in the systems under consideration. 2 De- 5. The Secretary made available a copy of the 5 D description of the CIRC System (Centralized Information Reference and Control)cF' .the Foreign Technology Division, Air Force Systems Command, Dayton, Ohio. This description was prepared by Mr. Ray Barrett of the SDC, dated 20 April 1965. After a short perusal of this document, the group requested that the Secretary make a copy available to each member. (These were provided the members by mail on 1 July 1965) 6. The group also agreed that it would be useful to prepare a list of the typical categories of requests. The CIA member provided such a list as did the NSA member. The group agreed to give further consideration to this subject at subsequent meetings. 7. The team considered what "normal" response time was. Some answers are made within a few minutes; some take four or more days. Anything shorter or longer than that is unusual. The group again listed its intent to determine gaps and duplication within the system as a result of a survey being made. Some of the problem areas to be given further consideration include: organizational gaps, dissemination and security systems gaps, the knowledge of the users as to who has what, actual substantive differences in information being handled, differences between the counterintelligence/security and the positive intelligence holdings and lastly the difficulty of matching inputs to the type of holdings interrogate 8. The group agreed that a trip to FTD at Dayton and Columbus, Ohio would be useful. A two-day trip was planned for l4 and 15 July. The Secretary was requested to arrange for the details and appropriate information for the members. (Since the meeting, the date has been confirmed with FTD officials and necessary additional arrangements were concluded.
