1. The meeting was opened by the Team considering the draft
minutes of the sixth meeting. They were approved with some mirror
changes.
2. The Teen made a detailed review of the revised draft
Terms of Reference, dated 17 February 1965. The new revised draft
Terms of Reference, as agreed upon by the Team members, is attached
to these minutes. Copies of this draft are also being sent to
CODIB members for their consideration at the next CODIB meeting
planned for 18 March 1965. The Chairman requested that any Important
changes to be suggested by the Team members or their respective
CODIB members be brought to her. attention In time for possible
resolution before the CODIS meeting. The Chairman stated that the
Department of State team member had indicated he did not concur in
the Terre of Reference being considered by the Team at this meeting.

However, the State Team member, while not a eeing with the Terms
of Reference, would probably not interpose an objection.
3. In response to the request for additional pertinent
bibliographic material,, the Secretary distributed copies of the
following documents to each of the members present (those members
not present are being sent these documents along with these minutes):
1. Chart - Basic Processes in Utilization of Intelligence
Information.
Chart - A Mechanized Intelligence Information Storage
Search and Selection System.
Chart - Integrated USIB Research, Development and

charts are attachments A, B. and C. respectively of

5. The Chaftman go each me nber a two..page questionnaire

each member answer this questionnaire before the next meeting. In
addition, the members were asked to critically evaluate the
effectiveness of these questions and provide any addit1vr l manage.

The questionnaire is being considered for querying. additional
speakers as well as a group of selected individuals in the infor-
mation processing, R&D and intelligence areas.
6. The Chairman further requested that the members bring to,-
the next meeting additional questions or comments about the R&D
goals referred to in the Terms of Reference, so that the group may
consider the b dest possible spectrum of subjects relevant to the
Team mission. The members were asked to come prepared to discuss
the proposed objectives is the Terms of Referen*e and methods by
which the Team can proceed further in its mission,
7. The Chairman reviewed the member's attendance record for
the last six meetings and urged those Mho have not been able to attend
regularly to try. very hard to do so or, failing that,, to have an
alternate to provide continuity of attendance. The Team adjourned
by agreeing to meet again on 15 March 1965 at 1W hours at 25X1A
CIA Headquarters,.
