National Security Council
1. One effect of the Cultural Revolution was a
major contraction in the number of Chinese publications
being printed and even greater restriction in the
number available outside the Mainland. This situation
has not changed since the Cultural Revolution subsided.
2. As you know, the intelligence community derives
a great deal from Communist publications and the Central
Reference Service is the main community broker on this
account. Where China is concerned we are definitel
hurting for news from the provincial levels.

3. Harry Bisenbeiss has prepared two lists on the
chance someone would be willing to try acquiring pub-
lications for us. List number one shows the newspapers
and periodicals we now receive; list number two includes
the ones we are really after. Even a one-time acquisition
of some of these provincial dailies would be welcome.

4. CRS also would welcome such things-as telephone
books, diplomatic and foreign office lists, scientific
and technical works and new dictionaries. In short, we
would be happy to have almost anything anyone could pick
up. Naturally the Agency would reimburse the buyer.
S. We all realize it may not be possible or desirable
to perform this mission but any help would be appreciated.
