SUBJECT : =Linguistic Situation
1. The attached memorandum tells you the following:

(a) Between August 1970 and July 1975,
anticipates losing 59 linguists.
(b) Since August 1970, they have brought in
21 linguists and have six additional in process.
(c) They will have to bring in another 35
linguists between now and July 1975.
2. In terms of numbers, the situation is not that bad. The
recruitment program is working quite well and they have an active
training program. In addition, they use cleared contractors
(usually retirees) for uni UA]1 uage jobs.
3. The problems is facing are:
(a) The people they are losing are the old-timers
who had native language skills.
(b) The people they are losing contain many who
had multiple language skills.
(c) Thus, they stay pretty even in terms of
capacity, but are losing a lot in terms of real
expertise and flexibility.
4. Another problem is that the journeyman grade for a
linguist is GS-11. This is complicated by the fact that they have
to bring people on at the GS-10 level or at the GS-11 for rare
languages. Thus, the linguist doesn't have very good career
prospects.
