Attached is a copy of a memorandum RSE did on
the OSR study SR IM 69-12, "Soviet Military Resistance
to Strategic Arms Talks Increases."
As you will see, we had serious disagreements with
the OSR paper, which addresses itself to an issue of
great importance to policy makers at the present moment.
You are probably aware of these differences, since
they are not entirely new. Under the circumstances,
1 just wanted you to be aware of what we had done.
